This is the “belt and suspenders” approach to a house foundation. Using the refrigeration unit actively keeps the permafrost frozen while the pads and the gravel keep the house heat removed from the ground. Additionally, cold air in the winter can get under the house and pull heat from the permafrost making it more stable. The best post-on-pad homes are on adjustable posts.
